What the money built. What the file-note moved.
Every Member of Parliament receives ₹5 crore per year under the MPLAD Scheme to recommend local works. This page tracks Dr Singh's recommendations — by project, by segment, and by date.
How the ₹5 crore moves, each year.
MPLADS funds are released by the Ministry of Statistics & Programme Implementation in two instalments of ₹2.5 crore each. The MP recommends — the District Collector sanctions, implements, and audits. Funds are non-lapsable. At least 15% must be used in Scheduled Caste areas and 7.5% in Scheduled Tribe areas.

Under the MPLAD Scheme, Dr Singh rolled out a set of small-scale civic upgrades across every one of Sirhind's 23 wards, prioritising items that touch daily life rather than ribbon-cuttings. The work was planned around bereavement support, summer drinking water, and public seating for elderly residents and women.
